The word names the eleventh tithi in each half of the lunar month. In many traditions of Lord Vishnu, devotees use the day for prayer, scripture reading, japa and fasting suited to their health and lineage.
There is no single fasting rule for everyone. Smarta and Vaishnava calendars may place an observance on different civil dates. The fast is commonly concluded on Dwadashi at a locally determined parana window; do not infer that window from a generic timetable.
